Announcement of in-door air quality management Act

MOE announced on 30th December 2005 that it reached the sectoral draft of enforcement regulation on ‘in-door air quality management Act’ based on ‘in-door air quality standard measurement for the new building’

The enforcement regulation was implemented from 1st January 2006.

According to the revised enforcement regulations and rules, the builders should estimate and inspect the in-door air quality condition, and announce the result before tenants move into the new buildings. The new buildings’ in-door air quality should be regulated to stay below Benzene 30 ㎍/㎥, Toluene 1,000㎍/㎥, Ethylbenzen 360㎍/㎥, Xylene 700㎍/㎥, Styrene 300㎍/㎥.

As claimed by the research on the actual condition, detected 1, 4-Dichlorobenzene was only 2% and its concentration was similar to out-door air quality, therefore 1, 4-Dichlorobenzene was deleted from the category of inspection due to its minor risk in in-door air quality.

In addition, the standard of emission of pollutant substance of building material and the regulation of limiting the indoor use of Public facilities which were under the authority and were regulated until 30th May 2006, will be included in the enforcement regulations even after the 30th May 2006 as it will be kept to play its role as an effective regulation.

Currently the 8 hours of mandatory training for the owners of public facilities has been consolidated the similar education subjects and courses to reduce the training hours to 6 in order to bring the educators’ convenience in learning.

Through the revised enforcement regulations, MOE will provide the suggested emission level for in-door air quality regarding the new buildings. Thus it will encourage the builders to contribute in preventing the new house syndrome as efforts proceed in using environmentally friendly construction materials.
