Conservation of Globally Significant Wetlands
in the Republic of Korea



The Ministry of Environment (MOE), ROK with the United Nations Development Program (UNDP) are inviting candidates for the position of Chief Technical Advisor (CTA).

The objectives of the project are the conservation of globally significant wetlands in the Republic of Korea (ROK) and enhancement of livelihood. In order to achieve the objectives, this project will promote a cross-sectoral collaborative approach (environmental, legal, political, institutional) to wetland conservation both at national and local levels. Joint planning, implementing, monitoring and enforcement modality, as well as options for sustainable livelihood will be tested for replication in three demo areas.

The CTA, based at the Project Management Unit (PMU), will report directly to the National Project Director(NPD)/Vice National Project Director(VNPD). On a day-to-day basis the CTA will work in close collaboration as a team with the NPC. The primary role of the CTA is to provide the technical inputs to project development and implementations, thus ensuring timely production of project outcomes, reviews and site monitoring and visits. Under the policy and technical guidance of the Project Steering Committee and NPD/VNPD, the CTA will be responsible for the following duties:

- Prepare work plans and budgets on the basis of the Project Document;
- Coordinate and monitor the activities described in the work plans, and ensure timeliness and quality of outputs;
- Prepare quarterly progress reports and annual reports, and coordinate and oversee the preparations of all substantive and operational reports required;
- Prepare Terms of Reference for consultants and contractors, participate in final selection and supervise work;
- Assist the NPD/VNPD and project team in preparing for and providing input into external reviews including the Mid-Term Evaluation and Final Evaluation;
- Liaise with other related projects and donors to ensure maximum synergy, avoid duplication and also seek additional funding for the project; and
- Provide technical assistance in his/her area of competence as required;

Skills and Experience Required
- Advanced degree in environmental management and/or other relevant fields
- At least 10 years of broad experience in international project involving sustainable environmental and natural resources management, biodiversity conservation, experience in wetland issue a plus
- At least 5 years experience at a senior project management level
- Working experience in North-East Asia would be an advantage
- Proven coordination ability and negotiation skills to deal with a multi-sectoral working environment and facilitating the participatory process
- Familiarity with UNDP and GEF goals, procedures, rules and regulations an advantage
- Fluency in English required: knowledge of Korean an asset

• Duty Station: National Institute of Environmental Research (Inchon, ROK),
• Expected Duration of Assignment: 20 months (Full-time for the first 1 year; 8 months in 2008)
• Duration of initial contract: 1 year
