Yongin Semiconductor National Industrial Complex Accelerates Development through Central, Local, Corporate, and LH Win-win Agreement

The Ministry of Land, Infrastructure and Transport (Minister Park Sang-woo), the Ministry of Environment (Minister Han Wha-jin), and the Ministry of Trade, Industry and Energy (Minister Ahn Duk-geun) will sign a win-win agreement on April 17 (Wednesday) morning in Seoul with Gyeonggi Province (Governor Kim Dong-yeon), Yongin City (Mayor Lee Sang-il), Pyeongtaek City (Mayor Jung Jang-seon), the Korea Land and Housing Corporation (President Lee Han-joon), Samsung Electronics, and the Yongin Semiconductor National Industrial Complex(“Yongin National Industrial 


The win-win agreement ceremony is being conducted to establish measures for swift progress in the development of the Yongin National Industrial Complex, announced last year, through cooperation with relevant ministries, local governments, and other stakeholders. In particular, it included measures such as lifting the designation of the Songtan Water Source Protection Area in Pyeongtaek for the smooth construction of semiconductor factories on the premise of arranging alternative water sources, and supplying water to industrial complexes and nearby areas in a timely manner.


After signing the win-win agreement, the Korea Land and Housing Corporation, as the implementing organization, plans to promptly apply for approval of the industrial complex plan to the Ministry of Land, Infrastructure and Transport.


Meanwhile, the Ministry of Land, Infrastructure and Transport is pushing forward related procedures* significantly ahead with the aim of commencing the first factory operation in the Yongin National Industrial Complex by the end of 2030.

After the announcement of candidate sites, the pace of development has been accelerated with integrated contracting for each stage (preliminary feasibility study, industrial complex planning, detailed design, etc.) in July 2023, and exemptions from preliminary feasibility studies (November 2023).


- Environmental impact assessments are being expedited through pre-consultation and fast-track operations, and efforts are being made to shorten the land compensation period by conducting pre-investigations of the land and engaging in discussions with residents on land compensation from the planning stage.


With these efforts, the time for groundbreaking for site construction, which previously took over 7 years, is expected to be shortened to 3 years and 6 months, more than halving the duration.


Furthermore, plans are underway to develop the adjacent Yongin Idong public housing area into a city with concentrated live-work-play amenities, ensuring residential conditions conducive to attracting top talent.


Minister Park Sang-woo of the Ministry of Land, Infrastructure and Transport stated, “This is a critical time for the timely investment of companies to ensure that our semiconductor industry, the future cornerstone of Korea, firmly establishes itself in the global market. The roles of relevant ministries and local governments are crucial in this regard.”


He added, “Yongin National Industrial Complex is being swiftly progressed with the goal of groundbreaking in 2026 through collaborative efforts of relevant ministries, local governments, and businesses working as one team. We aim to make it a successful model of a new national industrial complex contributing to the development of the semiconductor industry and enhancing national competitiveness by securing sufficient infrastructure and residential conditions.”


Minister Han Wha-jin of the Ministry of Environment stated, “To ensure the timely groundbreaking of the Yongin National Industrial Complex, the government, local governments, and businesses will closely cooperate as one team to smoothly fulfill the agreement.”


She added, “Since semiconductor production requires a significant amount of water, and installing water supply facilities takes time, we will establish detailed water supply plans and execute them promptly.”


Vice Minister Kang Kyung-sung of the Ministry of Trade, Industry and Energy stated, “Today’s event is seen as a catalyst for expediting the development of the Yongin National Industrial Complex. This outcome will serve as a good example of collaboration among the government, local governments, public institutions, and businesses for the advancement of the Korean semiconductor industry.”


He added, “Efforts will be made to ensure that the ‘Semiconductor Mega Cluster,’ centered around the Yongin National Industrial Complex, Yongin General Industrial Complex, and Pyeongtaek Godeok Industrial Complex, with an investment of KRW 622 trillion, establishes itself as a global hub for the semiconductor industry, transcending South Korea.”
