▷ Holding the first meeting of the ‘Climate Future Forum’ with experts from all sectors of society and various stakeholders
The Ministry of Environment (Minister Kim Wansup) announced that it will hold the first meeting of the ‘Climate Future Forum’ on December 16 at the Korea Press Center (located in Jung-gu, Seoul) to establish the long-term greenhouse gas reduction path for Korea.
During this meeting, experts and stakeholders from various sectors will gather to discuss Korea’s long-term (2031-2049) greenhouse gas reduction path as a follow-up to the Constitutional Petition decision on the climate crisis made on August 29 of this year.
A total of five constitutional petitions related to the country’s response to the climate crisis have been filed from 2020 to 2023. In response, the Constitutional Court ruled that the failure to present a greenhouse gas reduction path from 2031 to 2049 constituted a decision of constitutional nonconformity regarding Article 8, Paragraph 1 of the “Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis” (the Carbon Neutrality Framework Act). Accordingly, the National Assembly must revise this provision by February 28, 2026.
In response, the Climate Future Forum plans to establish multiple long-term reduction paths and review sector-specific reduction measures and socio-economic impacts to propose legislative alternatives. To this end, experts from various sectors including energy, industry, transportation, and buildings, as well as professionals from broader areas such as future outlook, economy, science and technology, and law, along with representatives from future generations, industry, civil society, and labor sectors, will participate as forum members.

On this day, the first meeting will be attended by over 40 participants including Ahn Se-chang, the Deputy Minister of the Climate Change and Carbon Neutral Policy Office, as well as Forum Chairman Yoo Seung-jik and forum members. After the presentation of the forum’s operational plans by the Korea Environment Institute, the attendees will discuss the direction for establishing greenhouse gas reduction paths, the roles of each subcommittee, and the schedule for implementation, among other operational aspects of the forum.
The Ministry plans to submit the legislative alternatives derived from the forum to the National Assembly next year and support the National Assembly’s discussions on amending the “Carbon Neutrality Framework Act.”
Ahn Se-chang, Deputy Minister of the Climate Change and Carbon Neutral Policy Office, stated, “The discussions of the Climate Future Forum will serve as a cornerstone for establishing Korea’s long-term greenhouse gas reduction path.” He added, “We hope that a forward-looking carbon reduction blueprint will be presented.”
