Bush Administration announced two major deals to protect wetland ecosystem preservation from oil and gas drilling, pledging $235 million to buy out mineral rights in the cypress swamps of the Everglades and off the white-sand beaches of the Gulf of Mexico, Washington Post reported on May 30, 2002.

The areas are home to some of the last 80 panthers on earth, endangered American crocodiles and red-cockaded woodpeckers. The area is also believed to contain more than 700 billion cubic feet of natural gas.

Thus, oil and gas companies' interest to develop these areas versus government and environmental activists' interest to protect their precious ecosystem have been conflicted for more than 20 years.

In non-official EU Environment Committee held on May 24 to 25, Spain, Environment Ministers of 15 EU countries agreed on  the necessity of implementing Thematic Strategy for Soil Protection announced in this April and reaffirm their will to carry out the strategy.

Environment Commissioner Margot Mallstroem said that the first step for implementing soil protection policies would be establishing soil monitoring systems, and action-oriented policies and soil monitoring strategies would be presented in EU Environment Commission in this June.
