Fifth National Biodiversity Strategy Progress Shared with the Public

▷ National Institute of Biological Resources to review implementation status with ministries, experts, and civic groups on June 25



The National Institute of Biological Resources (NIBR, Director Yoo Ho) under the Ministry of Environment announced that it will hold an event on the afternoon of June 25 at the Seoul Garden Hotel (located in Mapo-gu, Seoul) to share with the public the 2024 implementation status of the ‘5th National Biodiversity Strategy (2024-2028)*.’

* A top-level, cross-ministerial plan in the field of biodiversity, established on December 12, 2023, outlining a five-year (2024-2028) strategy aimed at conserving biodiversity and promoting its sustainable use.


At the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity held in December 2022 in Canada, the Kunming-Montreal Global Biodiversity Framework (GBF*) was adopted, emphasizing that making biodiversity-related information accessible to everyone can contribute to the conservation of biodiversity.

* Global Biodiversity Framework (Target 21): Ensure that policymakers, experts, and the public have access to the best possible data, information, and knowledge to enable effective management of and increased awareness about biodiversity.


Accordingly, the NIBR is transparently disclosing information from relevant ministries* regarding the implementation of the 5th National Biodiversity Strategy, in order to raise public interest in biodiversity conservation and encourage participation.

This sharing event aims to expand inter-ministerial cooperation and opportunities for civil society participation by presenting the specific achievements and current status of the first year of implementing the 5th National Biodiversity Strategy. To this end, the 2024 implementation results, along with the review comments from the Implementation Evaluation Group*, will be disclosed.

* Composed of 12 experts recommended by relevant ministries and 19 advisory panel members who participated in the development of the national strategy.


As a result of the preliminary review by the Implementation Evaluation Group of 294 projects carried out by relevant ministries, including “Strengthening Biodiversity Management through Spatial Planning,” it was found that 252 projects (85% of the 2024 targets) were achieved. However, the evaluation indicated a lack of biodiversity-related funding during project implementation, highlighting the need for long-term efforts to address this issue.


In addition, the “Implementation Foundation Strengthening” area was evaluated as relatively lacking in aspects such as expanding means for sustainable use and mainstreaming, as efforts have been concentrated on reducing biodiversity threats. It was assessed that improvements are needed to produce tangible outcomes through the development of supplementary measures and strengthened inter-ministerial collaboration. 


At this sharing event, there will also be a session to gather diverse public opinions on the Implementation Evaluation Group’s review of implementation performance and to discuss practical measures to reflect these opinions in future strategy implementation.


Yoo Ho, Director of the National Institute of Biological Resources, stated, “The 5th National Biodiversity Strategy was developed with extensive public participation from the planning stage, and through this sharing event, we will further expand opportunities for public involvement in its implementation.”
