Initiation of Consulting Support for Companies in Response to the European Union Carbon Border Adjustment Mechanism

The Ministry of Environment (Minister Kim Wansup) is recruiting companies to participate in the ‘2025 EU CBAM Response Consulting’ program starting March 18, to support small and medium-sized enterprises (SMEs) in calculating and reporting carbon emissions in preparation for the implementation of the European Union (EU) Carbon Border Adjustment Mechanism (CBAM).


Domestic companies subject to the EU CBAM have been calculating and reporting their product-specific carbon emissions to the EU since the transition period began in October 2023. Starting from 2026, when CBAM is fully implemented, they will be required to purchase and submit certificates corresponding to their carbon emissions. Therefore, the calculation and verification of carbon emissions are crucial elements in responding to the EU CBAM and are the areas where companies need the most support.


In response, the Ministry has expanded the scale of related consulting support from 60 companies last year to 100 companies this year. The support scope has also been broadened to include not only carbon emission calculations but also the review and analysis of emission data and the assessment of previously incurred carbon costs. This expansion is intended to provide more systematic support in anticipation of the EU announcing detailed implementation regulations for the CBAM within this year.


The EU CBAM business consulting support will be carried out by the Korea Environment Corporation (KECO) under the Ministry of Environment. From March 18 to April 20, companies will be recruited, and 100 companies will be selected to receive customized consulting support. 


This year, support will be provided to individual companies as well as to value chain units that connect processes from raw materials to finished products. 


The Ministry will continue to provide free consulting support for the EU CBAM to companies this year, following last year’s initiative. Companies can apply for consulting support by simply filling out a short application form.

Kim Jung-hwan, Director General of Climate Change and International Cooperation Bureau, stated, “This consulting support for the EU CBAM will provide practical assistance to companies.” He added, “The Ministry will continue to expand support to reduce the burden on companies while enhancing their capacity to respond to carbon regulations in the international community.”
