Promotion and support of water reuse obtained legal basis

 

 

In an attempt to promote reuse of rainwater, wastewater and sewage institutionally, the 『Act on Promotion and Support of Water Reuse』 was enacted and promulgated on June 8, 2010. The Ministry of Environment has promoted the Act so as to reduce dependence on water resources and actively adapt to water shortage due to climate change.

 

In addition, the 『Water Supply and Waterworks Installation Act』 was revised to limit establishing plants within a certain area of water source and introduce a safety and health certification system for materials and products related to waterworks.

 

The 『Act on Promotion and Support of Water Reuse』 includes the followings:

①  The Minister of Environment should make and implement basic plans for water reuse every ten years, and mayors/governors should make plans for water reuse within their jurisdiction.

②  The targets for installing water reuse facilities should be expanded from sports complex and gymnasium to public offices (rainwater utilization facilities), and from individual buildings such as accommodations and plants to tourism complex and industrial complex developed by the government (gray water facilities).

③  Financial support will be made to promote development of wastewater treatment technology.

 

The revised 『Water Supply and Waterworks Installation Act』 includes the followings:

①  Legal foundation is made for limitation on establishing plants in upper region of water source.

②  Materials and products related to waterworks should be certified that they meet health and safety standards.

③  Regulations are made to provide water charge exemption for a neglected class.

 

The Ministry expects that the third water market and jobs can be created as the targets of installing water reuse facilities are significantly expanded and private companies can join water reuse projects.
