□ As record-breaking heatwaves and sudden heavy rains continue nationwide, causing increasing inconvenience to the public, the government plans to thoroughly inspect the summer disaster response system and the state of the livelihood economy to carefully look after the lives of the people this coming summer.
ㅇ The government has entered a state of thorough preparedness with the determination not to lose a single life to disasters this summer. It will conduct guidance and inspections to ensure the “2 hours work, 20 minutes rest” principle takes root at worksites, and plans to protect the livelihoods of the people amidst the unprecedented heatwave by injecting a total of KRW 35 billion, including an additional KRW 15 billion from the supplementary budget, into high-risk workplaces.
ㅇ In addition, the government plans to focus its efforts on stabilizing the cost of living by signing advance purchase contracts for vegetables and other items expected to see reduced supply due to the heat, and by supporting funds for purchasing raw materials for processed foods. It will also gradually expand the eligibility for housing benefits and strengthen relief measures for victims of rental fraud to ease housing burdens for low-income citizens.
□ On the morning of Thursday, July 10, Prime Minister Kim Min-seok presided over the 1st Ministerial Meeting on Current State Affairs at the Government Complex Seoul. At the high-level party-government consultation held on July 6, the ruling party and government agreed on the need to stabilize prices and establish safety measures for summer disasters, and committed to exploring response plans. As a continuation of that discussion, the new government’s first Ministerial Meeting on Current State Affairs brought together the Prime Minister and relevant ministries to closely review the current response to livelihood and public safety issues and to discuss future policy directions.

3. Heavy Rain and Heatwave Response Plan [Ministry of Environment]
□ The Ministry of Environment will strengthen river risk monitoring and management of vulnerable areas with the goal of “quickly detecting danger and promptly disseminating ale
rts” to minimize loss of life during summer heavy rains.ㅇ First, to monitor river risks, the government will establish a rapid flood forecasting system using AI and support swift response by utilizing intelligent CCTVs that automatically detect people and vehicles near riverbanks to monitor and respond to dangerous situations.
ㅇ In addition, the government will identify and manage vulnerable areas in advance by designating and overseeing flood-prone zones and inspecting drainage facilities such as stormwater inlets. Specifically, to prevent blockages in stormwater inlets─a major cause of urban flooding─it completed inspection and cleaning of 95.1% of inlets in key management zones by June. Institutional improvements will also be pursued in parallel to strengthen local governments' management of these inlets.
□ Meanwhile, to respond to algal blooms, pollution sources will be strictly managed, and safe drinking water will be ensured through coordinated dam and weir discharge operations and strengthened management of water intake and purification facilities.
ㅇ Special inspections of stacked compost and private sewage facilities were completed by June, and the government will continue expanding non-point pollution reduction facilities and livestock manure biogas facilities to prevent algal blooms in advance. In addition, full efforts will be made to ensure safe drinking water by conducting inspections and drills at purification plants and installing algae barriers around water intake sources.
