The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sungwhan) announced on May 28 that it will launch working-level consultations with the Korea Environment Corporation and the Hyundai Motor Group to establish a certification framework for the Electric Vehicle Plug and Charge (PnC*) service, aimed at improving the convenience of EV charging. 

* An international standard charging technology that automatically identifies the vehicle when the charging cable is connected to an EV, enabling charging and payment to be completed seamlessly in a single process.

This working-level consultation is being conducted through public-private collaboration to unify the authentication method between EVs and charging stations and to establish a public PnC integrated authentication system based on a Public Key Infrastructure (PKI*) that ensures interoperability and security.

* A security system that uses digital certificates and encryption keys to verify a user’s identity among the charging station, vehicle, and payment server during EV charging, enabling secure authentication and payment.

Through this consultation, the MCEE plans to identify optimization measures for the integrated PnC authentication system and establish a technical verification plan, including measures to ensure interoperability among various vehicle models and charging stations, as well as encrypted communication technologies to prevent hacking.

Following the working-level consultations and technical verification, the MCEE plans to conduct a pilot deployment of the PnC system by the end of September, focusing on public fast chargers, particularly those located at highway rest areas. 

Once the PnC function is introduced, users will no longer need to repeatedly present a membership card or credit card each time they charge their vehicle. Simply connecting the charging cable will enable automatic vehicle identification, charging, and payment, significantly improving the convenience of EV use for the public.
