▷ Signing a memorandum of understanding for cooperation on international greenhouse gas reduction projects between Korea and Panama
The Ministry of Environment (Minister Kim Wansup) will hold the ‘International Greenhouse Gas Reduction Initiative Forum (Seminar)’ from February 26 to 28 at the Shilla Hotel (located in Jung-gu, Seoul). The purpose of this forum is to introduce Korea’s support system and future cooperation direction for the effective implementation of international greenhouse gas reduction projects.
Approximately 150 participants, including government* officials from target countries for international greenhouse gas reduction cooperation, such as Panama, representatives from such international organizations as the World Bank and the Green Climate Fund (GCF), and domestic business representatives, are expected to attend the event.

The international greenhouse gas reduction project is expected to be revitalized following the completion of negotiations on detailed implementation rules regarding the international carbon market (Article 6 of the Paris Agreement) at the 29th UN Climate Change Conference of the Parties held in Azerbaijan last November (2024).
To this end, the Ministry of Environment plans to establish an integrated support system that covers the entire project cycle, from project planning and identification to capacity building for target countries involved in the execution of international greenhouse gas reduction projects.
As part of these efforts, the ministry has developed a “Korean-style Readiness Program” to assist target countries in implementing greenhouse gas reduction projects and signed a business agreement with six specialized institutions* in the environmental field, including the National Institute of Environmental Research, on February 12 of this year.

In addition, a “Korean-style Readiness Program” will be operated to support capacity building for developing countries to carry out greenhouse gas reduction projects in line with their needs.
At this event, plans covering the entire cycle of Korea’s international greenhouse gas reduction projects, including the “Korean-style Readiness Program,” as well as future cooperation directions, will be introduced.
In addition, collaboration opportunities will be created between the governments of target countries, international organizations, and domestic companies to support the entry of Korean businesses into overseas green industry markets.
Meanwhile, on the occasion of this event, the ministry will sign a Memorandum of Understanding (MoU) with the Ministry of Environment of Panama regarding international greenhouse gas reduction projects. The ministry had previously signed a ‘Memorandum of Understanding on Waste Management and Circular Economy Cooperation’ with the Ministry of Environment of Panama in April 2024.
The ministry plans to expand cooperation into the field of international greenhouse gas reduction projects based on the already established cooperative relationship between the two countries in the areas of waste management and circular economy.
Jeong Eun-hae, Director of International Cooperation Bureau at the Ministry of Environment, stated, “We will strengthen the integrated support system for international greenhouse gas reduction projects to support the sustainable growth of developing countries based on Korea's advanced climate and environmental technologies, while also contributing to the ‘Nationally Determined Contributions (NDC).’”
