▷ First Korea-Mongolia joint committee on climate change cooperation held
▷ International mitigation cooperation between the two countries expected to accelerate with first adoption of detailed implementation rules
The First Joint Working Group Meeting on Climate Change Cooperation between the Republic of Korea and Mongolia to strengthen cooperation between Korea and Mongolia in responding to climate change was held on Tuesday, May 27, in Ulaanbaatar, Mongolia. The Joint Working Group (JWG) meeting was attended by Cho Gye-yeon, Deputy Director General of the Climate Change, Energy, Environment and Scientific Affairs Bureau of the Ministry of Foreign Affairs, and Batkhishig Purevdoo, Special Envoy for Climate Change and Advisor to the Minister of Environment and Climate Change of Mongolia, as chief delegates. The hybrid meeting was also attended by government officials from both countries and public institutions related to international greenhouse gas reduction projects.

This JWG meeting marks the first meeting convened to advance the implementation of the climate change cooperation agreement between the two countries, in accordance with the Framework Agreement on Climate Change Cooperation between the Government of the Republic of Korea and the Government of Mongolia*. The two sides discussed exchanges on domestic policies related to the implementation of Article 6.2 of the Paris Agreement, and bilateral cooperation projects for international emissions reduction under Article 6.2** of the Paris Agreement.

** Utilizing emission reductions issued from international mitigation activities through voluntary cooperation between countries to achieve NDC targets
Both sides agreed that cooperation under Article 6.2 of the Paris Agreement would significantly contribute to achieving the national greenhouse gas reduction targets (NDCs) of both countries and to Mongolia’s sustainable development. They also agreed to actively cooperate to promptly advance the Mongolia landfill greenhouse gas international mitigation project and intergovernmental greenhouse gas reduction project in Mongolia’s ger areas, proposed by Korea.
In addition, the Korean side introduced environmental integrity standards for cooperation under Article 6.2 of the Paris Agreement, as well as the Korea-specific Readiness program designed to support greenhouse gas reduction in developing countries.
Notably, at this JWG meeting, the two countries adopted for the first time detailed rules and procedures for implementing international mitigation projects*, which are expected to accelerate green investment and the implementation of international greenhouse gas reduction cooperation projects between Korea and Mongolia.
* As of May 2025, Korea has signed framework agreements on climate change cooperation with nine countries, and among them, Mongolia is the first with which Korea has adopted detailed implementation rules for carrying out international mitigation projects.
With the negotiations on the implementation rules of Article 6 of the Paris Agreement concluded at the 29th UN Climate Change Conference (COP29) last year, the international carbon market is expected to begin full-scale operation. In this context, both sides recognized that a transparent and robust international carbon market contributes to strengthening global climate action and agreed to expand practical cooperation for greenhouse gas reduction based on the detailed implementation rules adopted at this meeting.
