The water supply rate in Korea is 98.1% as of 2012, but there is still a large gap between urban areas and agricultural and fishing villages. 87.8% of agricultural and fishing villages in rural districts (myeon) have the waterworks system. If village waterworks and small-scale water supply system are excluded, the water supply in rural districts is just 62.2%. The water supply system in agricultural and fishing villages is less safe and less stable and it is more vulnerable to the emergency water supply during droughts. The expansion of waterworks system in agricultural and fishing villages is a priority task of the Ministry of Environment. The government will raise the water supply rate of agricultural and fishing villages from 62.2% to 80% by 2017. It is planned to invest 382.6 million KRW (277.8 billion KRW from the national government’s grants and 104.8 billion KRW from the local governments’ finance) in 2014 for the expansion of waterworks system in rural areas. The investment will increase the water supply rate up to 71.3%, by 2014 and tap water can be supplied to 160,000 of new customers in rural areas. By 2017, a total of 2.2 trillion KRW will be invested in agricultural and fishing villages, islands, and coastal regions for constructing 519 facilities including water-intake facilities, DWTPs, water distribution reservoirs, and pipelines then the water supply rate will be increased to 80% by 2017.

More DWTPs at local governments are continuously embracing the advanced treatment processes. A total of 114.4 billion KRW (86.3 billion KRW from the national government’s grants and 28.1 billion KRW from local governments’ finance in regional costs) will be invested in 2014 for installing the advanced treatment processes at the DWTPs of local governments. Then, the percentage of the local governments’ DWTPs equipped with advanced treatment process will increase from 32.3% in 2013 to 48.6% in 2014.
