The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sungwhan) announced that on the afternoon of April 7, Second Vice Minister Lee Hohyeon will visit the Jongmyo Public Parking Lot in Jongno-gu, Seoul, to inspect preparations for the five-day rotation system (weekday-based restriction) for passenger cars at public parking lots, which will take effect at 00:00 on April 8.

Public parking lots generally refer to paid on-street and off-street parking facilities operated by local governments. On April 1, the MCEE announced that it would implement a five-day rotation system at public parking lots after the resource security crisis was elevated to the “Alert” level. 

On April 2, the MCEE distributed guidelines on implementing the five-day rotation system for public parking lots to public institutions nationwide, including local governments. 

In accordance with the guidelines, the relevant public institutions will undergo about one week of preparation, including designating exempt parking lots, and will implement the five-day rotation system for passenger cars at public parking lots starting April 8. 

Under the five-day rotation system for public parking lots, access is restricted on the designated weekday based on the last digit of a vehicle’s license plate, and the system does not apply on weekends or public holidays.

On this day, Second Vice Minister Lee will visit the site, receive a briefing from the Seoul Facilities Corporation, the agency entrusted with managing Seoul’s parking facilities, on the preparedness for implementing the five-day rotation system at public parking lots in Seoul, and inspect the readiness of entrance signage and the input status of access control barriers. 

Second Vice Minister Lee Hohyeon stated, “Please ensure that citizens operating vehicles exempt from the measure, such as those carrying pregnant women or preschool children, do not experience any inconvenience in their daily lives.” He added, “Given the severity of the resource security crisis, we are inevitably requesting the public to refrain from vehicle use, and we will do our utmost to prevent confusion in the field through thorough preparation and flexible operations.”
