The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sunghwan) announced that on the afternoon of December 9, it will hold the first General Committee meeting to discuss the direction for establishing the “12th Master Plan for Electricity Supply and Demand (hereinafter the 12th Electricity Plan)” in the main conference room of the Government Complex Seoul, with Minister Kim Sunghwan in attendance. 

The General Committee was formed with experts in the power sector, relevant organizations, and related government ministries to prepare the working draft of the 12th Electricity Plan.

At the meeting, the direction for establishing the 12th Electricity Plan, which was discussed at the 10th Electric Policy Council on November 27, will be shared with the members*, and opinions will be collected on the key areas that the General Committee should focus on.

In addition, starting after the meeting, a working subcommittee* will be established under the General Committee to prepare tentative drafts for each sector, which will then be comprehensively reviewed by the General Committee and finalized as the working draft. 

* ① Subcommittee on Demand Planning, ② Subcommittee on Facility Planning, ③ Subcommittee on Power System Innovation, ④ Subcommittee on Market Innovation, ⑤ Subcommittee on Jeju.

In particular, unlike the 11th plan, the 12th Electricity Plan will not establish working-level groups within each subcommittee. Instead, each subcommittee will discuss sector-specific issues from an integrated perspective, and continuous feedback will be ensured among the subcommittees, such as those on power supply planning, power system, and market, to maintain alignment. 

In addition, considering the importance of expanding the power grid to support renewable energy deployment and to supply electricity to AI and advanced industries, a new Subcommittee on Power System Innovation will be established.

In his opening remarks, Minister Kim Sunghwan of the MCEE is expected to state, “The 12th plan will serve as the new administration’s first comprehensive energy plan and an important foundation for supporting Korea’s decarbonization, energy transition and industrial competitiveness,” while requesting the active participation of the committee members. 

In particular, Minister Kim is expected to state, “The core of this electricity plan is an open, collaborative plan created through communication with the public,” and that “the new nuclear power plants included in the 11th Electricity Plan will be finalized early through a public opinion survey and national forum, and reflected in the 12th Electricity Plan.” 

Minister Kim will also emphasize that “the forum will gather a wide range of opinions on the decarbonized power generation mix (energy mix) needed to achieve carbon neutrality by 2050, as well as on addressing issues such as the intermittency of renewable energy and the inflexibility of nuclear power.” 

He will also note that “the 12th plan must lay out a detailed blueprint for shifting from carbon-based generation to a renewable energy-centered system, while ensuring inherent power supply stability throughout the transition and guaranteeing the uninterrupted delivery of stable electricity to AI and advanced industries.”
